Uma gestão de resíduos eficaz exige a adoção de estratégicas integradas e soluções técnicas que garantam a sustentabilidade dos sistemas, a eficiência na alocação de recursos e o cumprimento das metas comunitárias e nacionais estabelecidas. A par das questões ambientais e sociais, a componente financeira assume, portanto, um papel determinante na sustentabilidade do sistema, sendo amplamente reconhecido que os custos associados à gestão de resíduos urbanos devem ser suportados por sistemas tarifários que reflitam de forma direta o serviço prestado. Para tal, é necessário um forte equilíbrio entre os custos e os proveitos dos municípios/SGRU, com impacto ao nível das tarifas praticadas e no cumprimento das metas estabelecidas a nível nacional. Atualmente, a maioria dos sistemas tarifários em vigor baseia-se em critérios indiretos, como o consumo de água, o que resulta numa clara dissociação entre a tarifa cobrada e a quantidade efetiva de resíduos produzida por cada utilizador. Tal situação não só compromete o princípio da equidade, como também leva a que não haja um incentivo para uma maior participação dos cidadãos no sentido da prevenção da produção e da reciclagem, não se promovendo igualmente a responsabilização do cidadão enquanto produtor de resíduos. A premência de se evoluir dos atuais sistemas tarifários, assentes maioritariamente no consumo da água, para sistemas PAYT que refletem de forma direta o serviço prestado, tem sido uma preocupação que se encontra vertida a nível nacional em diversos documentos relevantes para o setor, como o Plano Estratégico para os Resíduos Urbanos 2030 (PERSU 2030). Este preconiza a aplicação de regimes PAYT ou equivalente ao setor do comércio, restauração e indústria, a partir de 1 de janeiro de 2025, e o seu alargamento a todos os produtores a partir de 1 de janeiro de 2030. Face aos benefícios observados, a implementação generalizada de sistemas PAYT deveria ser contemplada nas estratégias e políticas municipais e intermunicipais, independentemente da obrigatoriedade legal imposta pelo Regime Geral de Gestão de Resíduos. No entanto, o diagnóstico da situação efetuado no início de 2025 pela ERSAR revela uma fraca adesão aos sistemas PAYT, apesar do aumento do número de iniciativas implementadas no terreno. Verifica-se ainda que a maioria destas iniciativas permanece circunscrita a áreas geográficas específicas, sendo residuais os casos em que o sistema PAYT é aplicado de forma abrangente à totalidade do território municipal. A implementação eficaz de um sistema PAYT requer a realização prévia de estudos que permitam caracterizar detalhadamente os modelos de recolha existentes e identificar a solução PAYT que melhor se ajusta à realidade territorial, no sentido de se definirem, quer os requisitos técnicos, logísticos e regulamentares, quer os investimentos associados ao sistema. Neste contexto, a Candidatura da Agência Portuguesa do Ambiente Ao aviso PACS -2024-11 “Gestão de Resíduos Urbanos – PAYT I” constitui uma mais-valia, uma vez que visa o apoio à realização dos estudos preparatórios para a implementação de sistemas PAYT em Portugal Continental, promovendo a sua disseminação territorial, concorrendo para uma maior sustentabilidade ambiental, social e económica no setor dos resíduos.
