Commitments to climate action
At a national level, Portugal has made a commitment to achieve climate neutrality, which means balancing greenhouse gas emissions and the capacity to capture these emissions until a zero balance is reached, in order to contribute to limiting global warming to 1.5ºC.
As a member state of the European Union, a party to the United Nations Framework Convention on Climate Change and a signatory to the Paris Agreement, it is bound by the emission reduction targets set at international and European level.
Main goals of the National Energy and Climate Plan 2030
Looking ahead to 2030, the National Energy and Climate Plan has set out a series of ambitious but achievable goals to combat climate change.
To ensure its implementation, policies and measures have been established in areas such as renewable energies, energy efficiency, electricity interconnections and greenhouse gas emissions.

A path to climate neutrality
The European commitments to which Portugal is bound for 2030 in terms of mitigation are framed by the European Climate Law and the "Fit for 55" legislative package.
Portugal has become more ambitious in its commitments to reduce greenhouse gas emissions, an approach reflected in the Climate Framework Law, the Roadmap for Carbon Neutrality 2050 and the National Energy and Climate Plan 2030.
