Summary

A presente operação visa a reabilitação e melhoria da eficiência energética das casas do INEM e das equipas VMER, através da substituição integral de vãos envidraçados (janelas e portas) e da cobertura dos edifícios, garantindo condições adequadas de conforto, segurança e desempenho térmico. Estas infraestruturas, integradas na rede operacional do Serviço Nacional de Saúde, têm um papel essencial na resposta a emergências médicas pré-hospitalares, funcionando como base para as equipas que asseguram a prestação de cuidados urgentes.A intervenção proposta insere-se no investimento RE-C01-i04 do PRR – Modernização das infraestruturas e equipamentos das instituições do SNS, previsto na Componente C01 – Saúde, e contribui diretamente para os objetivos estratégicos do Plano de Recuperação e Resiliência, nomeadamente o reforço da resiliência do sistema de saúde, a redução das assimetrias territoriais, a promoção da eficiência energética no setor público e o cumprimento do princípio “Do No Significant Harm” (DNSH).A substituição dos elementos construtivos degradados por soluções com elevado desempenho térmico e baixo impacto ambiental permitirá reduzir significativamente as necessidades energéticas das instalações, melhorar as condições de trabalho dos profissionais de saúde e reforçar a prontidão da resposta médica de emergência. Adicionalmente, a operação valoriza o edificado público existente, promove a coesão social e territorial, e reforça a confiança das populações nos serviços de saúde de proximidade, contribuindo para um SNS mais moderno, sustentável e inclusivo.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
