Decentralization of powers

Proximity to populations is essential for solving people's real problems on a daily basis. Knowing the needs and having the ability to intervene in their resolution in an agile and uncomplicated way is one of the most important missions of the Municipalities.

For this, it is necessary that each Municipality has at its disposal not only the necessary resources but also the institutional attribution of the respective responsibilities. In light of the current model of decentralization of powers from the Central Administration to the Municipalities, each of the Municipalities entrusted with providing services to citizens in a very wide range of fields.

Once the powers relating to Health, Culture and Communications have been accepted, an agreement needs to be signed setting out the terms of the transfer of powers.
In Social work, the deadline given for the municipalities to pronounce themselves on the figures is still past, which is why this area has not been considered when calculating the acceptance of powers.

It implies a redistribution of powers between the municipal administration, given that the parishes are the local authorities whose bodies are closest to the citizens. Strengthening the wide range of powers held by parishes covers several areas included in the legal sphere of municipalities, such as the management and maintenance of green areas, the cleaning of roads and public facilities, gutters and drains, the day-to-day management and upkeep of fairs and markets, the carrying out of minor repairs and maintenance of the areas surrounding pre-school and primary school establishments, among others.
