Este investimento visa a construção de um sistema de Metro Ligeiro de Superfície (Light Rail Transit - LRT) entre Loures e Odivelas, numa extensão de cerca de 12 km, fazendo a ligação com a rede do Metropolitano de Lisboa. O aditamento ao contrato, no âmbito do Repower, foi celebrado em 2024-01-23, alterando o valor de financiamento de 250.000.000,00 € para 390.000.000€.
