Summary

A candidatura designada “Coimbra Creche” surge no âmbito do Plano de Recuperação e Resiliência (PRR) de onde se destaca entre as dimensões estruturantes a Resiliência, cujo reforço económico, social e territorial do país assume particular relevância. No âmbito da Resiliência, salienta-se a Componente 03 – Respostas Sociais, no seu investimento “RE-C03-i01 - Nova Geração de Equipamentos e Respostas Sociais”, cuja medida “RE-C03-i01.m01 - Requalificação e alargamento da rede de equipamentos e respostas sociais”, que tem como objetivo modernizar e alargar a rede de serviços de apoio social e no qual enquadramos o propósito da criação da Coimbra Creche. Esta proposta enquadra-se assim no investimento previsto neste Aviso que pretende “criar métodos mais eficientes de prestação dos serviços, obter uma maior cobertura territorial a nível nacional e melhorar as condições de trabalho dos profissionais nestas estruturas e a qualidade dos cuidados prestados aos utentes”, o que inclui o aumento de lugares em Creche, resposta social regulada pela Portaria n.º 262/2011, de 31 de agosto, com as alterações introduzidas pela Portaria n.º 411/2012, de 14 de dezembro e pela Portaria 190-A/2023 de 5 de julho e demais alterações. O projeto “Coimbra Creche” foi desenhado para responder às necessidades reais das famílias, formulando respostas adequadas à organização estrutural e desenvolvimento familiar, assegurando o bem-estar das crianças durante o período de trabalho dos pais. O objetivo desta candidatura é criar um espaço educativo e de apoio familiar qualificado em termos de instalações e equipamentos, num panorama de oferta ainda muito deficitária, constituindo-se como a primeira creche pública da cidade de Coimbra.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
