Summary

O início de um projeto de intervenção tem por base a identificação, caracterização e aprofundamento dos problemas, correspondente à fase de arranque da intervenção. O diagnóstico pode ser entendido como um procedimento que visa recolher tratar, analisar e dar a conhecer informação pertinente, de forma a possibilitar a caracterização o mais rigorosa possível de uma área geográfica ou organização, permitindo que se tracem objetivos e metas a alcançar em função da informação recolhida. O diagnóstico decorre, portanto, da constatação de que não é possível formular uma eficaz política de intervenção sem uma prévia recolha de informação adequada, efetuada a partir de fontes de informação diversificadas.Para a realização deste trabalho e posteriormente a elaboração do Plano de Desenvolvimento Social, é necessário um investimento de técnicos que possam dinamizar as parcerias na construção destes instrumentos estratégicos. A Câmara Municipal do Cartaxo não tem recursos financeiros e humanos que possam de uma forma eficaz realizar este trabalho, encontrando-se em situação de rutura financeira com intervenção do Fundo de Apoio Municipal (FAM), pelo que esta candidatura será uma oportunidade para que seja possível desenvolver este trabalho, atualizando os documentos estratégicos e aumentando o conhecimento a nível das vulnerabilidades existentes no território.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
