Summary

Após diagnóstico social foi realizado o Plano de Desenvolvimento Social, com a unidade temporal de 2019-2023. Através do mesmo foram identificados 5 eixos de intervenção prioritários e para os quais foram definidos objetivos gerais e específicos, indicadores e metas, fazendo parte integrante do mesmo os respetivos planos de ação.Os eixos de intervenção foram: Eixo I – Grupos Sociais Desfavorecidos com o sub - eixo da habitação, terceira idade e saúde. Eixo II - Emprego e Qualificação Profissional. Eixo III – Educação e Formação ao Longo da Vida. Eixo – Consolidação da Rede Social, com o sub-eixo da igualdade, respostas sociais – voluntariado. Através do programa Radar Social pretende-se criar uma medida que reforce e dinamize o trabalho da Rede Social face às mudanças de diferentes dinâmicas estruturais e do novo paradigma da ação social nas Autarquias face à transferência de competências na ação social. Neste âmbito o programa poderá ser um instrumento fundamental para promover a eficácia do desenvolvimento social.Desta forma, em torno da operacionalização do programa serão definidos dois objetivos gerais: 1. Atualizar os instrumento de planeamento da Rede Social em articulação com os planos nacionais de diversas áreas setoriais, promovendo um trabalho de parceria. 2.Criar uma equipa multidisciplinar de referenciação social para mobilizar e articular os recursos locais com os parceiros do CLAS, de forma a combater a pobreza e exclusão social, promovendo o desenvolvimento social local.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
