O Regulamento (EU) 2021/241 do Parlamento Europeu e do Conselho, de 12 de Fevereiro, criou o Mecanismo de Recuperação e Resiliência (MRR). O Dec. -Lei nº 29 B /2021 de 4 de maio estabeleceu o modelo de governação dos fundos atribuídos a Portugal através do seu Plano de Recuperação e Resiliência. No âmbito da componente 03 Respostas Sociais, investimento RE-CO3-iO1-Nova Geração de Equipamentos e Respostas Socais do PRR, surge a Medida Radar Social.O impacto económico e social provocado pela pandemia COVID 19, contribuiu para o agravamento das condições de vida das pessoas e das famílias, do nosso território, especialmente as que se encontram em situação de vulnerabilidade, pobreza e exclusão social.A necessidade de assegurar uma maior capacidade de intervenção das entidades, reforça a necessidade de criarmos condições de proximidade para a resolução de problemas sociais. Através do Radar Social pretende-se implementar um sistema integrado de georreferenciação social e de capacitação do território na ativação das respostas e otimização dos recursos, da Rede Social; Aumentar a eficácia da ação das entidades locais, redirecionando a intervenção social local para o desenvolvimento de territórios inclusivos. Definir com coerência e articulação, as situações que requerem realização de diagnósticos sociais locais, bem como priorizar as diferentes etapas para benefício das pessoas e famílias, da comunidade, do nosso território.
Beneficiaries
The two types are::
- Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
- Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.
Call for applications
As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.
The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.

Beneficiaries representing public entities implement their project by signing one or more contracts with suppliers for goods or services through public procurement procedures.
