Summary

O Serviço Piloto para Atendimento Especializado a Públicos Vulneráveis pretende criar um serviço de atendimento e encaminhamento, especializado, direcionado a grupos vulneráveis ou em emergência social. Pretende-se, assim, a constituição de uma equipa na área das ciências sociais e humanas, de seis técnicos, para promover o acesso aos direitos básicos e à cidadania. O presente serviço é uma nova resposta que se pretende ser inovadora e colmatar as dificuldades existentes dos grupos vulneráveis face à aproximação os serviços de apoio e acompanhamento. Assim, de uma forma estruturada e integrada, será possível aceder a informações, esclarecimentos e posterior encaminhamento, numa lógica de articulação constante, para os serviços e/ou respostas sociais adequadas a cada situação-problema. Esta equipa terá como princípio de intervenção a abordagem humanista, centrada na pessoa, através da consciencialização do problema, implicando-se no seu processo de mudança e que necessita deste primeiro atendimento para alavancar a resolução das suas necessidades, através, do encaminhamento para as adequadas respostas sociais. Desta forma, irá permitir a celeridade na resposta e consequente intervenção, minimizando os obstáculos com que são confrontados os grupos mais vulneráveis no acesso a recursos e respostas

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
