A Be.Neutral tem a ambição de posicionar Portugal como exportador de produtos ciber-físicos de mobilidade carbono zero para cidades de todo o mundo. Foi desenhada a partir da oportunidade de desenvolver, industrializar e operar novos produtos ciber-físicos (dispositivos físicos, conetividade e plataformas de ciência de dados), com capacidade de quantificação em tempo real das emissões evitadas para acelerar a neutralidade carbónica até 2030. Sob a liderança da NOS, o consórcio integra 44 parceiros (29 empresas, 14 ENESII e 1 cluster) e 8 cidades como ambientes de desenvolvimento, teste e demonstração dos produtos e serviços. Da agenda resultarão 16 PPS: 4 produtos de mobilidade e respetivas cadeias de valor completas e 1 reconversão de autocarros; 1 conjunto de dispositivos de conetividade; 7 plataformas; 2 sistemas de carregamento; 1 nova infraestrutura. Será criado um novo integrador nacional (Simoldes/TMG), um novo construtor nacional (Caetano bus) e um novo IDE automóvel.
Beneficiaries
The two types are::
- Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
- Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.
Call for applications
As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.
The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.

Beneficiaries representing public entities implement their project by signing one or more contracts with suppliers for goods or services through public procurement procedures.
