Plano de Ação integrado, abrangendo 7 eixos de intervenção (Ambiente/espaço público, cultura, Economia e emprego, Educação Cidadania, Saúde e social) cujo desenvolvimento assenta na criação e consolidação de parcerias locais e setoriais/estratégicas (Acordo de Parceria atualmente com 14 parceiros engajados) através da intervenção das próprias entidades. Todas as ações estão conectadas com as políticas de intervenção pública na capacitação dos atores in loco e na articulação de soluções participadas no combate à privação e à exclusão, revitalizando o espaço público e reforçando infraestruturas societárias, mas também pelo acesso à criatividade e à interculturalidade, apostando no desporto como ativo agregador, incentivando o sucesso escolar centrado na comunidade educativa, qualificando o suporte ao emprego face às dinâmicas locais, ao envelhecimento ativo e à promoção da participação cívica. Este paradigma integrado de atuação procura inverter fenómenos de fratura socie-ta, apoiando a elaboração de um modelo de participação das comunidades na gestão das próprias operações (living lab, numa lógica de empoderamento e cidadania ativa). Concomitantemente, pretende-se atuar não só nos sintomas de privação mas também nas causas de exclusão, numa ótica de mitigação e de modificação através de soluções locais, embora a sua complexidade estrutural requeira também superiores níveis institucionais, apostando numa rede de equipamentos e em dinâmicas participadas centradas no território e nas comunidades, ampla plataforma de capacitação e conexão territorialidade que afirma o sentimento de identidade e potência o enriquecimento societário, assim como as redes de solidariedade local.
Beneficiaries
The two types are::
- Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
- Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.
Call for applications
As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.
The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.

Beneficiaries representing public entities implement their project by signing one or more contracts with suppliers for goods or services through public procurement procedures.
