Summary

A Lei n.º 65/2019 generaliza, pois, a aplicação do sistema de informação cadastral simplificada, integrando dois procedimentos: a) O procedimento de representação gráfica georreferenciada (RGG), previsto nos artigos 5.º a 12.º da Lei n.º 78/2017, de 17 de agosto, aplicável aos prédios rústicos e mistos, nos municípios que não dispõem de cadastro geométrico da propriedade rústica (CGPR) ou cadastro predial em vigor; b) O procedimento especial de registo, previsto nos artigos 13.º a 15.º da Lei n.º 78/2017, de 17 de agosto, aplicável aos prédios rústicos e mistos em todo o território nacional. Neste contexto surge a necessidade de reforçar a capacidade institucional da administração local para o exercício das competências que lhe são confiadas pela Lei na organização e no desenvolvimento do sistema de informação cadastral simplificada, designadamente no procedimento de representação gráfica georreferenciada. O objetivo específico desta candidatura consiste no reforço da capacidade institucional do Município de Amarante com vista a um aumento da eficiência da Administração Pública, nomeadamente da capacidade institucional e da eficiência dos serviços tendo em vista a realização de reformas, uma melhor regulamentação e uma melhor governação. Com esta operação visa-se suprir uma dificuldade existente no território, que se reflete número de matrizes que carecem de registo existentes no município, num total de 33.944.

Beneficiaries

Within the scope of the Recovery and Resilience Plan, two types of beneficiaries are responsible for carrying out the projects and using the funding provided. Due to their similar role, the reference to these two types of beneficiaries has been simplified and unified under the term "Beneficiary".
The two types are::
  • Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
  • Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.

Call for applications

As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.

The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.
