O projeto SONDA2026 tem os seguintes objetivos estratégicos: criar uma oferta de formação de Cursos Técnicos Superiores Profissionais na zona norte de Lisboa, com a criação da Plataforma do Ensino Superior, respondendo a uma falha do mercado na oferta pública; criar uma Escola Superior no Litoral Alentejano, em Sines, disponibilizando CTeSP, Cursos de Licenciatura e Mestrado, para além da aprendizagem ao longo da vida; reforçar, de forma significativa, a oferta de pós-graduação e as microcredenciais na área da saúde, onde a Sul do Tejo é inexistente em algumas especialidades (terapia da fala ou fisioterapia) ou escassa em outras; aumentar consideravelmente as competências digitais da população, particularmente das pessoas ativas, através da formação pós-graduada e das microcredenciais; criar 17 novos programas de formação (10 CTeSP e 7 Mestrados); construir o edifício para a Escola de Saúde; formar 6317 pessoas: 700 em CTeSP, 594 em Mestrado, 1470 em Pós-Graduação e 3553 através de microcredenciais e cursos curtos.
Beneficiaries
The two types are::
- Direct Beneficiaries are those whose funding and projects to implement are part of the Recovery and Resilience Plan that has been negotiated and approved by the European Union;
- Final Beneficiaries are those whose funding and projects to implement are approved following a selection process through Calls for Applications.
Call for applications
As part of the Call for Applications, submissions are requested to select the projects and final beneficiaries to whom funding will be awarded. Specific selection criteria are defined for each call, which must be reflected in the applications submitted and assessed.
The project is appraised on the basis of its compliance with the selection criteria laid down in the calls for applications, and a final score may be awarded, where applicable.

Beneficiaries representing public entities implement their project by signing one or more contracts with suppliers for goods or services through public procurement procedures.
