The Smart Territories Portal (Portal dos Territórios Inteligentes) is a digital platform that brings together information and resources on the digital transformation of territories in Portugal. It facilitates access to data and best practices and supports more efficient, sustainable, and innovative management. It is also a space for sharing, collaboration, and learning for all individuals and entities involved in territorial development.
What are smart territories?
Understand the concept of smart territories and the main guidelines of the respective strategy.
Simplifying concepts
Digital transformation is redefining the way we think about and organise our territory. This evolution is reflected at different levels: local, regional and national, and highlights how technology and data contribute to more integrated, sustainable and people-centred management.

Technologies applied to the territory
Today, understanding a territory goes far beyond maps or visits. Digital technologies allow us to observe, measure and understand what is happening in each geographical area in a more complete and detailed way, regardless of its scale. They enable us to monitor the territory in real time and support strategic decisions in areas such as mobility, energy, the environment, public services and many others.
Advanced Analytics
Enables the analysis of large volumes of data to generate knowledge and support decision-making in land management.
Metaverse
Applies immersive technologies to create virtual representations of cities, enabling simulations, interactions, and decision support.
Digital twins
A digitally created virtual model of a physical infrastructure that leverages data to simulate its behaviour in the real world.
Internet of things (IoT)
Connects sensors and devices, such as traffic lights and street lighting, to collect data in real time.
Cloud
Enables storage, processing, and access to remotely hosted data and applications, facilitating integrated analysis and decision-making.
Edge computing
Processes data close to the source, ensuring fast responses in traffic management or security.
Augmented and virtual reality
It allows viewers to see urban projects or interactive tourism experiences through immersive technologies.
5G
Supports high-speed internet access for a large number of devices, ensuring real-time management of smart transport or emergency services.
Artificial Intelligence
Learn from data and support decision-making and territorial management.
National Strategy for Smart Territories
The National Strategy for Smart Territories, published in December 2023, has as its motto ‘turning data into action’. Organised according to domains and indicators that enable it to be monitored, its aim is to promote more efficient, sustainable and inclusive land management through innovation, transparency and the strategic use of data.
