National Context

Despite its mild climate, Portugal is one of the European Union countries with the highest number of people suffering from cold or heat in their homes. Despite improvements in the thermal comfort of homes over the last decade, many Portuguese still claim they do not have the financial resources for adequate climate control.

In Portugal, energy poverty is assessed using a severity scale. This assessment is carried out for the entire population and for a subgroup living in financial poverty. This allows a distinction to be made between moderate and severe energy poverty.

Main goals of the Strategy

The main goal of the Long-Term National Strategy to Combat Energy Poverty in Portugal is to eradicate energy poverty.

In order to monitor the evolution of energy poverty, five main strategic indicators have been defined. These indicators are associated with the achievement of specific goals related to improvements in thermal comfort, energy efficiency in buildings, and the income of the population.
